Why does a numerical input in a computer keyboard and in a telephone such as cell phone different?

For example, in a telephone, the numeric keypad 1 is on the top and number 9 is on the bottom. In a computer keyboard, the numeric keypad 1 is on the bottom while 9 is on the top.
