Is it possible to restore an old art pencil?

I have some old pastel colored pencils that I haven't used in a really long time. I have to press excessively hard and its still difficult to get crisp lines. Sometimes they barely even make a mark. Perhaps they've hardened over time, is it possible to soften them again and make them usable?
