Moving to Nevada, how can I pay for school and housing with practically nothing?

I am planning on moving to Reno to go to one of their community colleges. I, however, don't have much money and was thinking about taking out a student loan to pay for school and housing, the only problem is that in order to apply to the school and get the loan I need a Nevada address which I can't have without already having an apartment. I'm stuck in a catch 22, I was thinking of personal loans, or maybe just living in a cheap hotel room for awhile? Any help would be greatly appreciated.
