Is pennsylvania a title holding state?

i live in pa. my dad cosigned for me to purchase my scion 2 yrs ago. i just bought a new car in md (traded in my scion) on my own (no cosigner). does my dad have to sign a paper to release the title from my scion? or is pa a title holding state?
