Why are tax cuts considered "spending" for Democrats, but not for Republicans?

What part of the tax plan states that taxes are going to be reduced I keep hearing all the tax reduction BUT all we see is extended debt for the next 25 to 50 years. Tax cuts are only when the tax code is amended not when it a oral promise which covers 100% of Obama's being.
