Should i give a girl space when she is playing hard to get and being indecisive?

she keeps putting obstacles in front of everything i suggest, i have been on one date and she wants to go out again but i seem to be taking the lead all the time and am very confused as she puts obstacles in front of everything i arrange now. she says that she likes it when we talk and wants to go out again, i have asked her wether i should leave her alone and she says no but then why is she not making any effort. is she nervous or scared of me, i am 27 and she is 19. would it be a good idea to stop making an effort for her and would she come after me more
